Licenses for private landlords The private landlord's licence is needed by individual persons or companies making reservations for the rental of private rental cars. Legislation stipulates that an owner must be registered by the same authorities that license the private rental cars and private rental operators working in their inspection, so that a car registered by one authorities can only ever be operated by a single registered chauffeur; both must be controlled by an owner registered by the same authorities.
