As a rule, the Change Manager will follow the recommendations of the CAB, but may approve changes (for many reasons) against which the CAB has recommended. It is best to clarify this early and often. Clear ownership and accountability is critical to a successful ITIL CAB. CAB representatives for a significant or major change are at a different level. The Change Manager's role is to ensure that those invited to participate in the CAB meeting are key decision-makers at the appropriate level in the organisation.

CAB members should be selected on a selective basis to make sure that the changes called for are thoroughly reviewed and evaluated from both a technological and a commercial point of view. Under the proposed amendment, the necessary staff will be convened for a CAB-session. They are not obliged to personally contact each other at every desired modification, but use means of assistance and communications as a means of communicating.

CAB has the task of checking and prioritising changes required, supervising the modification processes and giving back management feedbacks. The CAB is an integrated part of a predefined cycle of risk mitigation and risk mitigation that aims to reconcile the need for changes with the need to mitigate the associated risk. Part of the internal ITIL system as part of the overall business processes.

CAB' can also be used outside the IT environment, as the transformation processes can be highly leveraged on any system.
