There is a specific Department of Transport for London (TfL) which grants a licence to those who wish to work as mini-cab operators in London. A PCO license, also known as a personal rental car license, is indispensable to work as a minicab or chauffeur.

Nobody will employ you without one. The Minicab driver and the Chauffeur driver are both licenced in the same way and create the same PCO license of use. London Black Cabrivers have a different licence system which is basically referred to as "The Knowledge". Can I apply for a PCO license?

PCO wants to make sure that all riders not only offer a professionally run car but also that the general community is in good hands in London when getting into a car. To apply for a PCO license, you must fulfill ALL of these prerequisites.

For at least 3 years you have been in possession of a DVLA, Northern Ireland or EEA (European Economic Area) licence. Any applicant holding a licence from another Member State of the European Community (EC) or from one of the other EEA Member States is obliged to obtain a British equivalent certificate (DVLA).

They comply with the DVLA Group 2 defined set of exacting medicinal quality requirements for operators of coaches and large commercial vehicles. You must have a full health check-up with your family doctor to certify that you comply with these exacting health care requirements. To do this, you must submit to an Enhanced Disclosure and Barring Service (DBS) (formerly known as CRB) audit with TMGCRB that confirms that you are a trusted and truthful individual (criminal record).

Provide proof that you have the topographical capabilities, that you have the routing and card reader capabilities necessary to work as a London rental agent or minicab operator.
