There is no interdependence between the name alteration charge and the route alteration charge. Already bought ticket can not be changed against these tariffs. Segment (s) must be canceled before the planned start date or ticket(s) and all funds forfeit. The airfares contain all transport costs, supplements and tax and are not-binding.
