18 month after the request for an altered DOT exempting body was filed without reply, Avior has now tried to take unfair advantage of the SBA's stay of operation. Avior said in his DOT registration last weekend that it had already been nominated by the Instituto Nacional de Aeronáutica Civile ( INAC ) for the itinerary and was now waiting for Washington's approval.

"Seeking to obtain the much-needed facilities, the Venezuelan government has named and licenced Avior to offer a facility to substitute for the discontinued Santa Barbara service," she said. "It is requested by Avior that the Department modify its waiver to include the provision of planned international passenger, ownership and postal traffic between Caracas, Venezuela and Miami, Florida, either directly or via stops in other jurisdictions, with or without stops.

" Avior currently serves the Caracas-Miami flight on a day-to-day basis, according to the ch-aviation flight plan data base, but with MD-83 aircraft that have been fully let by World Atlantic Airlines (WL,Miami Int'l). American Airlines (AA,Dallas/Fort Worth) is currently the only other airline operating between Miami and Caracas. On 3 October Avior Airlines began operating between Caracas (CCS) and Bogota (BOG).
