What makes the taxi rate (at least in Great Britain) the same for 1 person as for 4 persons?

Both in Italy and in France, if I remember rightly, taxi fares are added when the number of travellers means that you have to sit in the front passenger compartment next to the chauffeur. In addition, a supplement may be charged if the client needs a vehicle with more than 5 seating positions (including the driver). Notice that the 5 rear wheel taxi approach is somewhat different in the UK, so in the above mentioned jurisdictions, when 4 persons take a taxi, one of them usually is sitting at the front.

Modifications and cancellation are free up to 24 hrs prior to the start of the tour.
